I see that the traffic regulations which were
printed in Shameen and of which a copy was sent to the Chamber of Commerce last Saturday are reproduced accurately
in the Chinese papers this morning.
We have tried to show that all are welcome who fall
within the tenets of British landed property, which may
add do not differ materially from their prototype in Chinese
landed property. Pass regulations have also been drawn up
and these and the traffic regulations have been adopted by the French Municipal Council, Pass regulations are designed
to produce three effects:
1. To give the police the necessary facility for pre- venting illicit traffic inpasses and excluding undesirable
persons after the gates are closed:
2. To make the use of the passes as unrestrictive as
possible to those entitled to them.
3. To afford our Chinese employes an authomatic iden- tification in case of conscription of labour in the city.
In all these three efforts we feel that we can rely
on the moral support of the Canton authorities. It is our intention to bring these regulations into force a fitting time after publication and to give the necessary publicity.
I venture to remind you that there is still a dis-
contented vein throughout the Chinese Press as to the Council's intentions, which I hope are now explained. assure you that none of the Chinese newspaper representati- ves have troubled to seek the correct information from your Council.
